This first test is just there to see whether you are already able to guess the right answer. Yes, your aim is to guess with sufficient accuracy that you pass the test. After all you only need to get 15 answers right out of 33 (that's less than 50%) but those 33 answers are taken from a pool of 310 questions (Including the specific ones to each state) which forces us to work through every single one of them.

Note: in the real exam you won't be given an EN translation. Try to answer the questions first without translations and then again with translations if you wish.
